Gmail allows 25 MB per message and Outlook.com allows 20 MB, but Base64 encoding inflates attachments by about a third, so aim for 18 MB or less. Compress the PDF first; if it is still too big, split it into numbered parts that each land under that ceiling.

Truly lossless PDF compression means font subsetting, object streams and removing unused objects, it changes nothing visible and saves 10-30 percent. Anything beyond that downsamples images. For documents you will only read on screen, 150 DPI is visually indistinguishable from 300 and saves about 75 percent.

Microsoft Word converts PDFs itself: File → Open, choose the PDF, and accept the prompt. Google Docs does the same through Drive. Both rebuild single-column text well and struggle with multi-column layouts, text boxes and tables. If nothing is editable afterwards, the PDF is a scan and needs OCR first.
